Primary Changes Proposed for Property-Carrying Drivers

Submit your medical form to Michigan Secretary of State
After January 30, 2012, those drivers who indicate they operate or will operate in interstate commerce must present their current medical certificate to the Secretary of State. The information on the medical certificate will be entered onto their CDL.

Drivers will be able to complete this process via FAX, email or in person at a Secretary of State office. The Secretary of State will be mailing complete details of the process to all CDL holders in Michigan. Hours of Service
DOT has released the new hours of service rule. CVSA staff will review the rule and provide an overview as quickly as possible. The rule will be officially published in the Federal Register on December 27, 2011. The effective date will be February 27, 2012, and the compliance date of selected provisions is July 1, 2013. DOT has provided a chart that compares the new Final Rule to the existing rule. In addition, they’ve provided a Frequently Asked Questions document, attached as well. You can view the rule here. DOT Publishes Final Rule on Cell Phonhe Restrictions
12/2/11, FMCSA & PHMSA published a joint Final Rule restricting the use of cellular phones by CMV drivers. The rule restricts the use of handheld mobile telephones and sets penalties for violators. The rule is effective January 3rd, 2012.

CDL Medical Certificate Extension:
On November 15th, FMCSA announced that it is extending the requirement that CDL drivers must keep physical copies of their medical records to January 2014. However, this rule, which is effective December 15th of 2011, does NOT delay the coming deadlines for digital compliance. The extension is being put into place to ensure the medical qualification of CDL holders while states transfer to the digital verification system.

The Michigan Center for Truck Safety is a non-profit organization dedicated to improving highway safety on Michigan's roadways, through comprehensive safety educational programs for Michigan's trucking industry. These services and programs are sponsored by the Michigan Truck Safety Commission (MTSC) and funded through a grant to Michigan Trucking Association (MTA) Education Center Inc.

With a focus on state and federal trucking regulations, a skilled staff of safety professionals conduct a variety of programs for both truck drivers and management personnel.

These programs provide training on a wide range of topics which include, but are not limited to:

  • drug and alcohol testing (FMCSR 40, 382)
  • qualification of drivers (FMCSR 391)
  • hours of service (FMCSR 395)
  • vehicle inspection and maintenance (FMCSR 396)
  • driver performance enhancement training programs
  • fatigue management

Training programs offered by the Center are available (free of charge), through workshops and seminars and a variety of media and interactive formats.

In addition to the industry programs and services, the Center serves as a resource for Michigan's motoring public on sharing the road safely with trucks and general highway safety.
